条例规定了设立自然保护区应当具有的条件，明确设立自然保护区应当充分听取有关方面意见，妥善处理与当地经济社会发展和居民生产生活的关系。“按照条例相关规定，自然保护区在设立之初，应统筹考虑自然生态系统等保护对象分布区域的完整性、管理可行性和周边经济社会发展的需要，从而实现应保尽保与和谐共生的平衡。”中国环境科学研究院研究员王伟说。
